Over the past three decades, IPD has identified a number of characteristics common to those institutions that were able, with IPD's assistance, to develop successful off-campus degree programs for working adults:
- A belief that the development of an off-campus degree program for working adult students is a realistic choice to increase both enrollments and revenues.
- The recognition that educational systems designed for traditional students are not well-suited for meeting the learning needs of working adults.
- The desire to minimize institutional capital requirements, start-up time, and risk along with the desire to maximize the opportunities for success in off-campus degree program development.
- The desire to acquire the management knowledge and skills necessary to operate a successful on- and off-campus degree program for working adults.
- The recognition of the unmet educational needs of the working adult student within the historic service region of the institution and the desire to meet that need aggressively.
